The express entry and PNP systems draws are still happening. Every applicant has to electronically submit their applications and apply whether it is for extension and restoration of status or applying to study/work in Canada. There are a few exceptions made where paper applications are being accepted (i.e People with disabilities, counties with unrest, countries with inadequate infrastructure, etc) Besides the backlog, Canada is set to increase its immigration rate and welcome more and more people.
